In general Windows 2008 R2 supports ERP6 with EHP7.

Which database you are going to use ? you should verify this information on PAM :

I recently performed similar installation, and it did not asked for Installation Key. So, you may proceed with installation of system without Solution Manager.. though Solution manager System is recommended by SAP.
